RAYMOND BOARD OF SELECTMEN MINUTES 02-03-03 APPROVED 02-10-03
The meeting was called to order at 7:00 p.m. by Chairman Harold
Wood. Members present: Norm Weldy, Wayne Welch, Paul Brown and
Jonathan Wood. Also present: Town Manager Richard C. Bates.
Chairman Harold Wood led a salute to the flag and moment of silence for the crew of the Columbia Space Shuttle.
Public Hearing to Accept Gifts
Chairman Harold Wood opened the public hearing to accept gifts.
Town Manager Bates stated that the Trustees of the Trust Funds have received $3,000 from the Guptil family to be added to the Guptil Memorial Fund.
MOTION: Selectman J. Wood made a motion to accept a donation of $3,000 from the family of George Guptil for the Guptil Memorial Fund. Selectman Weldy seconded. Voted unanimously in the affirmative.
Other Business
Don Drew, a trustee, discussed some concerns of the Trustees of
the Trust Funds. He stated that by law the Trustees are required
to keep all records in perpetuity. The Trustees would like to
put all the records in a fire retardant file cabinet and store
it in the Town Office Building.
Selectman J. Wood agreed, adding that there is a real need for all Town records to be stored in a safe place.
Town Manager Bates stated that he would work with Mr. Drew to try find a suitable fire safe file cabinet.
Mr. Drew stated that the 2003 Warrant Articles include corrected language that is necessary to clear up some items that that needed to be changed. He suggested that the Trustees meet with the Selectmen to address other questions that the Trustees have regarding the trust funds. The Selectmen agreed to schedule a meeting at a work session in March or April.
Public Hearing - Proposed Ordinance to reduce Speed Limit on Scribner Road
Chairman Harold Wood opened the public hearing and the Board of Selectmen reviewed the following memo from Public Works Director McCarthy.
Memo:
Chairman Harold Wood stated that this is the first reading of
the proposed ordinance. Note: A copy of the proposed ordinance
is attached to the original set of minutes on file in the Town
Clerk's Office. There being no further public comment, Chairman
Wood closed the public hearing.
Request for Building Permit on a Class VI Road
Selectman Brown disclosed that he has known Greg Bemis for a number
of years and he would step down if the rest of the Board advised
him to.
The Board of Selectmen reviewed a letter from the Planning Board recommending that a building permit be issued as requested from Greg Bemis. The applicant must use the driveway on the Class V potion of the road as the primary entrance.
MOTION: Selectman Welch made a motion to grant a building permit to Greg Bemis for construction of a home on a Class IV road as recommended by the Planning Board. Selectman J. Wood seconded. Voted unanimously in the affirmative. Note: Selectman Brown reiterated the fact that he is a friend of Mr. Bemis.
Building Permit Refund Request
The Board of Selectmen reviewed a request from Raymond Baptist
Church for a refund of their building permit fee. At the time
the permit was issued, the church did not have non-profit status.
They have since received that status. Town Manager Bates stated
that the refund would come out of building permit fee revenues.
MOTION: Selectman Welch made a motion that the Town refund the building permit fee in the amount of $1,080 to the Raymond Baptist Church. Selectman Weldy seconded. Voted unanimously in the affirmative.
Review of results of Deliberative Session
Town Manager Bates stated that his main concern is that all the
information is made available to the voters prior to the March
election. The Board agreed and discussed the importance of making
the articles as clear as possible particularly the Waste Water
Treatment Facility feasibility study that is proposed.
The Board agreed to invite both Moderators to the next Selectmen's work session to discuss how election day will be run.
Committee Reports
Solid Waste & Recycling Committee - Selectman Brown reported
that the committee has concerns about the Board of Selectmen supporting
the proposed scale. The committee also would like to know if
the Selectmen support pay per throw. The Board of Selectmen stated
they would be discussing that item in a work session and declined
to comment on it at this time.
Space Needs Committee - Selectman J. Wood reported that the Committee is also concerned about the storage of town records as discussed earlier.
Planning Board - Selectman J. Wood reported that the Planning Board began review of a project proposed by Jackson Lumber and held a Zoning Amendment public hearing.
Other - Selectman Weldy reported he attended a Safety Committee Meeting.
Selectman Welch recommended that the Board of Selectmen look into getting turn signals at the McDonald's intersection. The Board of Selectmen agreed.
Town Manager Reports
Town Manager Bates reported that the Recreation Department has
a new program, a co-ed dance class. The Public Works Department
has been working on water line freeze ups. The Water Department
has taken care of the caustic situation in the water.
Approval of Minutes
MOTION: Selectman Welch made a motion to approve the minutes
of 12/17/02. Selectman Weldy seconded. Voted unanimously in
the affirmative.
MOTION: Selectman Weldy made a motion to approve the minutes of 01/06/03. Selectman Brown seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to approve the minutes of 01/13/03. Selectman J. Wood seconded. Voted unanimously in the affirmative.
MOTION: Selectman Brown made a motion to approve the minutes of 01/21/03. Selectman Weldy seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to approve the minutes of 01/28/03. Selectman Welch seconded. Voted unanimously in the affirmative.
