RAYMOND BOARD OF SELECTMEN MINUTES 02-10-03 APPROVED
02/24/03
The meeting was called to order at 7:05 p.m. by Chairman Harold
Wood. Members present: Norm Weldy, Wayne Welch, Paul Brown and
Jonathan Wood. Also present: Town Manager Richard C. Bates.
Chairman Harold Wood led a salute to the flag.
Elderly Exemptions - Discussion
Town Manager Bates stated that the State information should be
available sometime in August. The Board agreed to defer this
discussion until the information on state wide elderly exemptions
is available.
Other Business
Selectman Weldy presented a brief update on two bills that will
be coming before the State House of Representatives regarding
the possibility of lowering the State property tax amount.
He also stated that there is money available to qualified low-income
property owners to assist in paying property taxes.
Selectman J. Wood stated that voters should have the opportunity to meet the candidates and he suggested that they be invited to attend a Selectmen's meeting to be introduced. He also was concerned that there are several offices that no one has signed up for and he would like to encourage people to volunteer.
Town Manager Bates stated that Robert Carlberg's group, CCSE, usually sponsors a candidate's night. Selectman Welch stated he would contact Mr. Carlberg to see if there is a candidate's night scheduled.
The Board of Selectmen agreed to formally invite each of the candidates to the February 24th meeting for introductions only.
Approval of Minutes
MOTION: Selectman Weldy made a motion to approve the minutes
of 02-01-03 as amended. Selectman Brown seconded. Selectman
J. Wood abstained. Voted unanimously in the affirmative by the
remaining Selectmen.
MOTION: Selectman Weldy made a motion to approve the minutes of 02-03-03. Selectman J. Wood seconded. Voted unanimously in the affirmative.
NON PUBLIC SESSION
MOTION: Selectman Weldy made a motion to retire to non-public
session under NH RSA 91-A: 3II(c). Selectman J. Wood seconded.
The Board was polled as follows: Selectman Welch - YES Selectman
J. Wood - YES Selectman Weldy - YES Selectman Brown - YES Selectman
H. Wood - YES. The Board of Selectmen retired to non public session
at 7:15 p.m.
MOTION: Selectman J. Wood made a motion to return to public session and to seal the non-public minutes. Selectman Weldy seconded. Voted unanimously in the affirmative. The Board of Selectmen returned to public session at 7:50 p.m.
The Board of Selectmen took the following actions on non-public minutes:
MOTION: Selectman Welch made a motion to release the non-public minutes of 03-26-02. Selectman J. Wood seconded. Voted unanimously in the affirmative.
MOTION: Selectman J. Wood made a motion to release the non-public minutes of 08-20-02. Selectman Weldy seconded. Voted unanimously in the affirmative.
MOTION: Selectman J. Wood made a motion to permanently seal the non-public minutes of 05-20-02. Selectman Weldy seconded. Voted unanimously in the affirmative.
MOTION: Selectman J. Wood made a motion to keep sealed the non-public minutes of 09-23-02 for review in three months. Selectman Weldy seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to keep sealed the non-public minutes of 10/07/03 Session A for review in three months. Selectman J. Wood seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to keep sealed the non-public minutes of 10/07/03 Session B for review in three months. Selectman Brown seconded. Voted unanimously in the affirmative.
MOTION: Selectman J. Wood made a motion to release the non-public minutes of 10-07-02 Session C. Selectman Brown seconded. Voted unanimously in the affirmative.
MOTION: Selectman J. Wood made a motion to release the non-public minutes of 10-07-02 Session D. Selectman Weldy seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to keep sealed the non-public minutes of 11-04-02 Session A for review in three months. Selectman Brown seconded. Voted unanimously in the affirmative.
MOTION: Selectman Weldy made a motion to keep sealed the non-public minutes of 11-04-02 Session B for review in three months. Selectman Brown seconded. Voted unanimously in the affirmative.
