RAYMOND BOARD OF SELECTMEN MINUTES 03-03-03 APPROVED 03-17-03
The meeting was called to order at 6:30 p.m. by Chairman Harold
Wood in the Media Center at Raymond High School. Members present:
Norm Weldy, Paul Brown and Wayne Welch.
NON PUBLIC SESSION
MOTION: Selectman Weldy made a motion to retire to non-public
session under NH RSA 91-A: 3II(e). Selectman Brown seconded.
The Board was polled as follows: Selectman Welch - YES Selectman
Weldy - YES Selectman Brown - YES Selectman H. Wood - YES.
The Board of Selectmen retired to non public session at 7:15 p.m.
MOTION: Selectman Brown made a motion to return to public session and to seal the non-public minutes. Selectman Weldy seconded. Voted unanimously in the affirmative.
The Board of Selectmen returned to public session at 7:00 p.m. Please note that Selectman Jonathan Wood joined the Board for the remainder of this meeting.
Chairman Harold Wood led a salute to the flag and a moment of silence for Joseph Bouchard.
Public Hearing - Proposed Ordinance to Reduce Speed Limit on
Scribner Road.
The Public Hearing was opened at 7:07 p.m.
Chairman Harold Wood gave a second reading of the proposed ordinance
to reduce the speed limit on Scribner Road. There was no input
from the public. The Public Hearing was closed at 7:09 p.m.
MOTION: Selectman Weldy made a motion to adopt the Ordinance to reduce the speed limit to 25 mph on Scribner Road as described in the official ordinance. Selectman Brown seconded. Voted unanimously in the affirmative.
Unfinished Business
Ethic Warrant Article - Selectman J. Wood stated that the warrant
article for the Ethics Document is on the ballot without the printed
recommendation from the Board of Selectmen because the law does
not require it. (only money articles have printed recommendations)
Selectman J. Wood stated that it is important to reaffirm that
the Board of Selectmen recommend a YES vote on Article #44.
Upcoming Election & Vote - The Board of Selectmen took the opportunity to announce and promote the recent issue of On The Common which contains a sample ballot and an abbreviated version of the Voter's Guide. The complete voter's guide is available on the Town website, www.raymond-nh.com and at the Town Office. Also available on the web page is the complete Town Report. (just click on "what's new?") The printed Town Report will be available at the Town Office by the end of the week.
New Business
Telecom Settlement - Town Manager Bates stated that there is a
fiber optic cable through the right of way by the abandoned railroad
tracks along land owned by the Town of Raymond. Town Counsel
has negotiated a settlement for $34,000 from Comcast to the Town
of Raymond. This is considered to be unanticipated revenue.
Norris Farm Access Easement - The Board of Selectmen reviewed a letter from Lizabeth MacDonald of Donahue, Tucker and Ciendella relative to an easement on the Norris property sold by the Town of Raymond as part of the Dearborn land swab. This is a parcel of land that was inadvertently left out of the easement which allowed the owners of lot 20-4 to have access to their driveway. Ms. MacDonald has researched this and found that this is simply an error and needs a signature of the Selectmen to correct this.
MOTION: Selectman Brown made a motion to accept and sign the corrected deed for the Norris Farm Access Easement. Selectman J. Wood seconded. Voted unanimously in the affirmative.
Political Signs - Selectman J. Wood reviewed the rules for placement of political signs. Signs are not permitted in any State right of way, they must not obscure sight view and must be removed no later than 5 days after election day.
Selectmen Reports
Cable Committee - Selectman Welch reported that they are programming
special shows that deal with the ballot issues. They discussed
purchasing equipment.
Candidate's Night - Selectman Weldy reported that this was sponsored by CCSE and it was a good opportunity for candidates to present their ideas.
Fireman's Breakfast - Selectman Weldy reported that he, along with Selectmen J. Wood and Welch attended the breakfast last Sunday. It was great breakfast and he thanked the fire department for putting it on.
Planning Board- Selectman J. Wood reported that the Board reviewed the Hazardous Mitigation plan and held a work session on the Master Plan.
Town Manager Report
Absentee ballots are being sent out.
The Town has received a Brownfield Grant to clean up the Rex Leather
Property.
Firefighters and explorers held a training session at Wal Mart
with the ladder truck.
Interviews are being held for payroll clerk this week.
Corporal Spinney will be promoted to the rank of Sergeant.
The Police Department apprehended a suspect in the Cumberland
Farm armed robbery.
The Water Department has been flushing hydrants and taking new
water samples.
The Transfer Station is now open on Monday mornings.
Town Manager Bates stated that he attended a Pennichuck Regional Water Works meeting.
Other Business
Chairman Harold Wood read a letter of thanks from the Town of
Hooksett. The Raymond Fire Department assisted the Town of Hooksett
with removing snow from the roof of their safety complex. Raymond's
ladder truck was utilized and the Hooksett Fire Department expressed
their thanks.
Selectman Weldy announced that the Raymond Cheerleaders will be recognized by the State House of Representatives on Thursday morning at 10 a.m.
Approval of Minutes
MOTION: Selectman Weldy made a motion to approve the minutes
of February 24, 2003. Selectman J. Wood seconded. Voted unanimously
in the affirmative.

Welch seconded. Voted unanimously in the affirmative. MEETING
