The Board of Selectmen is the
governing body of the town. It is composed of 5 members elected
to 3 year terms of office.
The Board of Selectmen has the responsibility to "manage
the prudential affairs of the town and perform duties by law prescribed"
as stated in RSA 41:8. Selectmen are not the general agents of
the town clothed with the general powers of the corporate body
for which they act, but can exercise only such powers and perform
such duties as are properly incident to the special and limited
authority conferred upon them by their office.
"Prudential affairs"
should be thought of as "filling in the details" to
carry out the votes enacted at town meeting. In the private sector,
the board can be likened to a corporate board of directors with
the Town Manager the equivalent of the Chief Executive Officer.
One duty the Selectmen perform or
oversee is the preparation of the Annual Report. They also submit
specific reports to the Commission of Revenue Administration;
such as, the Summary of Inventory Valuation, appropriations voted
at Town Meeting, estimated revenue, overlay, and the financial
report of the community. They regulate the use of public highways,
sidewalks and commons. They also regulate the issuance of licenses,
the warrant for town meeting, appointments to the Planning Board,
Zoning Board of Adjustment, Conservation Commission, Recreation
Advisory Board, Cable TV Committee, Community Development Advisory
Board, and Cemetery Advisory Board. The Board of Selectmen are
responsible for the enactment of health regulations and welfare
guidelines.
Selectmen, further, make decisions relating to the prosecution and defense of litigation, the layout of highways, perambulation of town boundaries, and the authority to enact ordinances and bylaws.

PLANNING BOARD
The Planning Board is established
as authorized under RSA 673:1. The Planning Board, as enumerated
in RSA 673:2,II, is composed of 6 elected members. One Selectmen
serves as an ex officio member.
RSA 673:6 notes that up to 5 alternate members may be appointed
by the Board of Selectmen. The alternates shall assume a seat
on the Board in the absence of, or whenever a regular member disqualifies
him/herself from a hearing. The alternate member, to sit for a
hearing, is designated by the chairperson of the Planning Board.
One member of the Planning Board may be appointed to either the
Zoning Board of Adjustment or the Conservation Commission.
The Planning Board's responsibility is to "prepare and amend
the master plan to guide the development of the community,"
to "make any investigations, maps and reports, and recommendations
which relate to the planning and development of the community."
To recommend capital improvements regarding structures and programs
and to recommend their financing. "To recommend . . . amendments"
to the zoning ordinance or map, and to promote municipal planning
within the community.
The Board reviews, and either approves or disapproves, subdivision
applications, and is responsible for site plan review for the
development, change, or expansion of use of tracts of land for
nonresidential or multi-family dwelling units.
The Planning Board meets weekly on Thursday evenings.

The Budget Committee, as established
under RSA 32:1, consists of 6 at large members and 2 ex officio
members, one each from the School Board and Board of Selectmen.
At large members serve 3 year terms of office and are elected
at Town Meeting.
The responsibility of the Budget Committee is "to assist
voters in the prudent appropriation of public funds" for
the town and school district operations. More specifically, "to
provide a committee with special knowledge to oversee and analyze
the expenditures of the various town departments and districts.
In this manner the electorate, which would ordinarily be without
detailed knowledge necessary to vote intelligently on certain
budgetary problems, might be given sufficient information to determine
the annual amounts necessary to properly manage town affairs."
The Budget Committee meets with the respective political subdivision
and reviews the recommendations for the upcoming year. Several
work sessions are held between the Committee and department heads
or school administration in order to establish priorities and
program goals.
Public hearings are held to accept the public's input on the various
portions of the budget. The Committee then reviews the input from
the public hearing and makes final recommendations which are then
submitted to the Board of Selectmen or School Board. These recommendations
are then presented at the Town or School District Meeting for
approval by the citizens of the community.

The Zoning Board of Adjustment
consists of 5 members appointed by the Board of Selectmen as outlined
in RSA 673:3. Up to 5 alternate members, also appointed by the
Board of Selectmen, assume a seat on the Board in the absence
of, or whenever a regular member disqualifies him/herself from
a hearing.
Full and alternate members shall serve a term of 3 years from
the date of their appointment. The Board of Adjustment meets the
second Wednesday of each month. A member of the Planning Board
may hold one of the seats on the Zoning Board of Adjustment.
The Zoning Board of Adjustment's responsibility is to "hear
and decide appeals if it is alleged there is error in any order,
requirement, decision, or determination by an administrative official
in the enforcement of any zoning ordinance" adopted by the
town. Administrative Officer is defined as any official or board
who issues permits or certificates under the ordinance, or who
enforces the ordinance. For Raymond this would be the Building
Inspector/Code Enforcement Officer.
The Board "may reverse or affirm, wholly or in part, or may
modify the order, requirement, decision, or determination appealed."
The Board may grant relief for certain Planning Board decisions
which relate only to zoning decisions made by the Planning Board.
They may grant a "variance from the terms of the zoning ordinance"
which may remain in effect "only so long as the particular
person has a continuing need to use the premises," or in
perpetuity with the property. A "special exception"
allows an additional, detailed review for specific allowed activities
in certain zones. They may grant an Equitable Waiver of Dimensional
Requirement for acts creating a violation generally not the outcome
of ignorance of law, failure to inquire, obfuscation, misrepresentation,
or bad faith on the part of any owner.

RSA 36-A provides for the establishment
of a Conservation Commission who "may acquire in the name
of the town . . . by gift, purchase, grant, bequest, devise, lease,
or otherwise, the fee in such land or water rights, or any lesser
interest, development right, easement, covenant, or other contractual
right . . . conserve and properly utilize open spaces and other
land and water areas with the town."
The Conservation Commission shall consist of 7 members appointed
by the Board of Selectmen. One member of the Commission may also
serve on the Planning Board with said appointment made by the
Board of Selectmen. Up to 7 alternate members may be appointed
by the Board of Selectmen. The alternate shall assume a seat on
the Board in the absence of, or whenever a regular member disqualifies
him/herself from a hearing. The term of office shall be three
years.
Whenever a vacancy occurs, the Board of Selectmen shall appoint an individual to fill the position for the unexpired term.
A member of the Planning Board
may hold one of the seats on the Conservation Commission.
The Commission meets on the first and 3rd Wednesday of each month.
Some of the responsibilities of the Conservation Commission are
to conduct research into local land and water area and to keep
an index of all open space and natural, aesthetic, or ecological
area, they are also charged to keep an index of all marshlands,
swamps and other wetlands.

RECREATION ADVISORY
BOARD
The Recreation Advisory Board
is established under the authority of RSA 35-B:4 and its members
are appointed by the Board of Selectmen. Five members
are appointed for 3 year terms and one each from the Board of
Selectmen and School Board serve as ex-officio members.
The Commission meets monthly on the second Thursday and is responsible
for the following: to recommend the overall philosophy for Recreation
and Parks; establish the long and short range goals; recommend
procedures for the operation of programming, fees and charges,
use of facilities; establish a budget to meet the goals and obligations
of the Recreation and Parks Department; pursue adequate funding
to build and to operate and maintain recreational facilities and
programming.

CAPITAL IMPROVEMENTS COMMITTEE
The Capital Improvements Committee
was first proposed by the 1998 Town Meeting to assist the Planning
Board in preparing and amending "a recommended program of
municipal capital improvement projects projected over a period
of at least 6 years . . . The sole purpose and effect of the capital
improvement's program shall be to aid the (Selectmen and School
Board) and the Budget Committee in their consideration of the
annual budget," RSA 674:5.
The committee is composed of the following representatives: 3
members of the Planning Board; 2 members of the Board of Selectmen;
2 members of the School Board; 2 members of the Budget Committee;
3 representatives of the community at large; one member of the
Conservation Commission and the Town Manger.
The Selectmen, School Board, Budget Committee and Conservation Commission shall designate members of their respective boards to serve on the Committee. The Planning Board shall designate their representatives in addition to nominating the three at-large members who shall be appointed by the Board of Selectmen. The Committee meets monthly on Tuesday evenings.
As noted in RSA 674:6, "the capital improvements program shall classify projects according to the urgency and need for realization and shall recommend a time sequence for their implementation . . . The program shall be based on information submitted by the departments and agencies of the municipality and shall take into account public facility needs indicated by the prospective development shown in the master plan."
When a plan has been developed, it is presented to the Board of Selectmen and School Board for approval and presented to the Planning Board for adoption. Capital improvements financing may be through current revenue, general obligation bonds, capital reserve funds, special revenue sources, such as user fees, and impact fees.

SOLID WASTE/RECYCLING COMMITTEE
The Solid Waste/Recycling Committee
was established by Town Meeting vote to promote recycling and
alternatives and options to the solid waste disposal choices.
The committee is composed of 6 members appointed by the Board
of Selectmen. One member of the Selectmen serves as an additional
member of the committee.
In addition to the responsibilities noted above, the committee
recommends recycling programs carried out at the Transfer Station
and host the annual swap shop.

Established by the Board of Selectmen in 1990, the committee's principal function is to develop and manage local cable television broadcast, act as an intermediary regarding contract compliance by the cable franchise operator, be a point of contact for public complaints and concerns, and train residents and organizations in the use of cable equipment for public access production. The committee is composed of 5 at large members, one selectman and one school board representative. At large members are appointed by the Selectmen for 3 year terms. In addition to the broadcast of local meetings, the committee's responsibilities are to recommend the overall philosophy and goals of local cable television, recommend long and short range plans for meeting goals established, recommend annual objectives for Raymond Cable Television, recommend procedures under which the committee will operate, and maintain an open mind in all of its work, making decisions which are in the best interest of the total community.

The Historic District Commission was adopted at the 1992 Town Meeting pursuant to the provisions of RSA 673:4-5. The Board of Selectmen appoint 7 regular members, a member of the Board of Selectmen and one member may be a member of the Planning Board. Five alternates may also be appointed. Alternates sit in the absence or disqualification of a regular member. The term of office shall be three years.
"In determining each member's qualification, the appointing authority shall take into consideration the appointee's demonstrated interest and ability to understand, appreciate and promote the purposes of the Historic District Commission," RSA 673:4,II.
The purposes of the Historic District Commission are: "to safeguard the heritage of the Town as it is represented in structures of historical and architectural value; preserve and reflect elements of the community's architectural, cultural, social, economic and political history; conserve property values; foster civic pride, and promote use of an historic district for the education, pleasure and welfare of the citizens of Raymond."

COMMUNITY DEVELOPMENT ADVISORY BOARD
The Community Development Advisory
Committee is composed of 3 members appointed by the Board of Selectmen
to three year terms of office. One Selectmen also sits as a member.
The CDAC oversees the implementation of programs and disbursement
of funds derived from State and/or Federal sources that improve
the quality of life, residences, or infrastructure improvements
to the Raymond community.
Further, the CDAC recommends various projects that are researched and grant proposals submitted that would enhance the economic development of the community that would have a positive benefit for the Raymond residents.

The Cemetery Advisory Board is
composed of 7 members, and one alternate appointed by the Board
of Selectmen. One Selectmen also sits as a member.
The Board advises the Town Manager on various cemetery issues
as the Town Manager, under RSA 37:6,VII(I) has "charge, control,
and supervision ...(of)...the care of cemeteries." The Board
makes recommendations as to changes to the by-law which are then
adopted by the Selectmen, improvements to the cemetery, and oversees
the general maintenance as undertaken by the Public Works Department.
